The military and USAID

Henrietta Holsman Fore contributes an article on Aligning "Soft" with "Hard" Power to the Summer 2008 Parameters, the issue which I've been going through and commenting on here today.

She basically argues for closer cooperation between the military and the US Agency for International Development (USAID).

In practice, that sounds like it would mean subordinating the development goals of AID to military goals. It also recalls the problems that were created when AID was frequently used in the 1960s as a cover for CIA covert operations.

Although, clearly in war zones close cooperation is necessary.
